Joel, I thought a TIP required 2/3 if there was a veto (no). Couldn't a TIP be approved if six OCT members approved? Why would the remaining three votes matter at that point, so why would it need to sit around for a week?

This is just a general question, unrelated to this TIP, I'm not sure this one has six votes yet.
