I've just compiled version 1.9 (3rd of November 2008) of Win32-OpenACS: an actual native Win32 port (no Cygwin, no VMware) of OpenACS.
This new version finally comes with a proper Windows Installer and contains .LRN 2.4.1!
This version of Win32-OpenACS consists of the following components:
