How can I configure the News package to let registered users post news messages directly, without the need of administrator approval?

I'm using the following configuration:
- News parameters:
ApprovalPolicy=open

- News permissions:
Registered Users: Read=yes, Create=yes, Write=yes, Admin=no

Even with this configuration, the news posted by registered users still require administrator approve.

How can I bypass the administrator for my registered users?
