This TIP is to formalize the procedure for deciding ties in an OCT election.
The current OCT members at the time of the election should decide the procedure for each tie when it occurs. The members should include all current members and members whose term is up during the election in which the tie occured.
The decision will be decided by the normal TIP voting process.
