I am adding a function to the Edit this Page package and I wanted to
put the code in a seperate tcl library file under
packages/editthispage/tcl. The tcl file is not sourced on server
startup. I added it to the .info file but that did not help. The
file appears in the APM "manage file information page" and I even
tried watching it, but nothing helped.

Do I have to uninstall the package and reinstall it?

Did you name it "foo-procs.tcl" or "foo-init.tcl"?  The APM's picky about naming conventions.
