1: TIP #107 IMPLEMENTED: Get rid of version info in catalog xml files

1. They're not used
2. Sometimes they're not updated, the version in the xml file is different than the version in the package info xml file
3. Nothing else in a package has its own version info, version is provided by the package, not each file

and most important:

4. IT MAKES MERGING HARDER because if someone does update the catalog version files, you get merge conflicts on each and every one.

All 4 points make sense.
I can vouch for #4. Ran into conflicts in the catalog files a lot during zen.

approve, although the real problem for merging is that we have no real merging technology at all using cvs.
