Bricolage runs on top of PostgreSQL, uses the Mesa templating system, and is Apache/mod_perl. A lot of the ideas seem very similar to our CMS implementation - you write templates to assign to elements which can be built via a web interface (elements correspond to content items built via the CMS web interface), similar scheduling concepts, etc. The UI seems worth exploring ...
