Check out https://openacs.org/api-doc/proc-view?proc=publish%3a%3ahandle%5fbinary%5ffile publish::handle_binary_file and related tcl procs in the content repository libray. These will publish a file to the filesystem and return a template with a link or the address of the link you can use.
