we are being a little inconsistent with this - acs-workflow is relegated to obsolete-packages (so normal people will never find it), but cms is in the normal checkout (so people will try to install it and never be able to meet the requirements)
I figure we should either boot cms (come on the new one - let's finish the 5.0 release so we can get onto it :) or else if we want to provide it as an option (it has some usefull apis not found in CR) until the cms situation is sorted, then we really should be providing acs-workflow as well (just label it deprecated - maybe users could get a warning if they try to install it saying as much)
