NOTE: I see you have quite a few different files.
Find out where you installed dotlrn.
Looks like /var/www/dotlrn
THe config file is under /var/www/dotlrn/etc/config.tcl then.
It's always under where_you_installed_dotlrn/etc/config.tcl.
