Suppose forums, forums-portlet and dotlrn-forums were not written and someone wrote those. Would they be able to claim a licence on those three packages based on the code that is currently in those packages?
I don't really understand your question. Anyway: you use GPLed code somewhere => In case of distributing the code you need to give it away under the GPL.
