Out of curiosity, why can't the WebDAV package set the parameter once it is installed. I think the behaviour of the additional functionality should be handled by the service package. This is due to the fact that I assume the service package to be useful for more than one application, otherwise it does not make sense to split (for me at least, but I'm more than eager to listen why you want to split).
