Tcl's easy. Tk's a toolkit for GUI work, so you don't need to learn about it in order to understand or contribute to OpenACS.
Tcl/Tk's what pgaccess - the access-style front-end to Postgres - is written in, so if you're looking for an interesting program to study that uses Tcl/Tk you might check it out.
