44 characters? Where? On my PG 7.0.2 it only lets me do 31 chars: 
lbn=# create function a234567890123456789012345678901234567890() 
lbn-# returns varchar as '
lbn-# begin
lbn'# 	return ''blah'';
lbn'# end
lbn'# ' language 'plpgsql';
