I put tarball at ftp://63.89.89.77/pub/vlad/ats.tgz

put ats subdir under /usr/aolserver/modules/tcl,
demo under $pageroot and add entries from etc/nsd.tcl into
your server's nsd.tcl ini file.

There is file named acs-procs.tcl, it includes all ACS related functions. I extracted them in order to run ATS as a standalone package.
