Hi,
It would be worth to join effort and work on a theme manager as the first step towards a real theming feature for openacs.
I've started to investigate theming implementations with that in mind a few weeks ago and wrote those ideas up at the wiki (http://www.openacs.org/xowiki/theme_manager).
