www.php.net isn't responding. Technical problems, a symptom of the huge popularity of php? Seriously, a little cheerleading is due here: I've been looking at www.openacs.org pretty much daily for a year now, and it's _always_ up and responsive. Sure, it's not a high traffic site, but that's something to be proud of all the same. I don't think Ben or Don are devoting oodles of time to keeping the site alive (are you?).
