As I understand it, Guests will not be able to see surveys, though they may see the portlet.  Surveys are grouped with "private information."  As you probably already know, privacy is configurable from the Control Panel now (Group Adminstration > Guest users can view group membership information? Yes|No) and if you change this Yes, Guests *should* then see surveys.
