The content includelet is something I wrote for the layout manager, rather than port over .LRN's truly awful static portlet.

It tracks revisions, allows previewing (decorated as it will be when displayed on the page) before going live, etc.

An instance creates a single content item which it then manages. As you say, a content item can have any object as its parent. Don't know where Jim got the impression that this isn't OK.
