That exact format is from an older version of the tool kit. There is a forum package you can install which has several different options out of the box. Probably unthreaded is closest to the Q-and-A format.
It is also pretty straight forward to change the format of Forums. We've done a number of different minor customziations for clients. If you want to contact me I can show you some examples.
