Currently the view for pending users in the dotlrn administration has an issue:

The number displayed under pending differs from the number displayed due to the fact that the number calculation for pending users correctly (IMO) includes users who did not verify their E-Mail Address yet, whereas the list of users has a "and users.email_verified_p = 't'" in it.

Maybe this was done for a reason, but in my understanding a "Pending" user is also a user who did not verify his E-Mail.

But whatever is the decision, it should be at least consequential (so either display and count them or don't).
