I represent a company with base in Brazil. Beyond of develop for OpenACS, we also offer design services and have a great experience in OpenACS/.LRN customization. One of our founders is a very acitve member of the community (Orzenil Bomfim), and we're also involved with the E-Lane project as UCB's (http://www.ucb.br) parter.
