- oacs 5.3 plan: zero fails tolerated of automated test is the goal
* When we branch for oacs-5-3, no more new test will be allowed (core), just new ones for bugs.

* Branch date and feature freeze will be chosen after next bug-stomp

- TIP #100: briefly discussed it; we should begin to vote. We need release notes, announcement of the change, and of course, someone to actually do it.
