I would like to discuss Locales for parties.
At the moment, we assume that only users have a locale. But parties have e-mail addresses, so if we are dealing with organizations or groups, we cannot detect which locale they are supposed to be written to.
So my idea is to get the locale out of user_preferences into something like party_references (or even extend parties).
We have a running copy of this switch and I would present this switch in detail in a TIP if more people than myself agree that this is a worthwhile change in general.
The need has arisen as we have organizations whom we send mass mailings to as well as special groups of people, whom we send the mailing in the locale of the group, not the locale of each individual recipient.
The alternative is to store the locale of an organization (also useful if you send an invoice for an organization) in the organizations table and the locale for a group in some group extension table.
