I was going through the list of all the packages here: http://dev.openacs.org:8000/cvs/openacs-4/packages/?

Is there any place I can find some discription about the package?

You can try this.  This is the current docs of the code that this site uses.

Or https://openacs.org/packages/package-list which I wrote but didn't link from anywhere because there's probably a better approach.
