If you are trying to upgrade and there are not any new versions for the packages you have installed, it shouldn't show anything should it?
This shows all the packages and the versions available on the 5-3 channel of the repository.
https://openacs.org/repository/5-3/
https://openacs.org/repository/ shows all the channels.
