I just found out about two comparisons of Learning Management Systems that recommended an open source solution over propriatery solutions like blackboard webct etc. The open source solution is called Virtus and has been developed at the University of Cologne. It runs on LAMP:

One recommendation came from the Austrian government the other from Fraunhofer Institute in Berlin:

This shows that people are looking more and more into open source solutions and that we have some competition. Way to go dotLRN marketing!

David,
you are definetely right that there is an open source wave sweeping through the public sector in Europe at the moment and I believe that Germany (and probably also Austria, for example http://oesterreich.at is running Zope) are at the forefront of this.

Numerous reports have been published that recommend the adoption of open source software, for some scandinavian examples, see this post in my blogger.
