In general, bug fixes do not require a tip, new features to core packages will require a TIP.

I suggest, that in general, you should post a question about adding a new feature to any package, unless you are the package maintainer. Unfortunately we don't have any sort of list of maintainers, mainly because someone would need to maintain that as well.
