Defined in packages/acs-tcl/tcl/utilities-procs.tcl

Format a User-Agent for single-line request diagnostics. Bound the input to 1024 characters and URL-encode it using the configured default encoding.

Parameters:
value (required)
Client-supplied User-Agent header.
Returns:
URL-encoded value followed by an explicit truncation flag.
