Defined in packages/workflow/tcl/state-procs.tcl

Parse the spec for an individual state definition.

Switches:

-workflow_id (required)

The id of the workflow to delete.

-short_name (required)

The short_name of the state

-spec (required)

The state spec

-parent_action_id (optional)
