We have some duplicated user accounts from users who changed their emails between August and October.

Ideally we can merge the accounts so that all the forums posts etc... belong to the remaining user.

Things we need to address:

• acs_objects.creation_user
• permissions
• notifications - syncrhonize between old and new user, ensure no duplicates
