It was added as a hack on openacs.org, but wasn't implemented properly, so for example notifications from bug-tracker go out in the name of the original submitter, not the person who took an action.
It's a quite trivial fix, but it does require an upgrade script, since you'd need to add a column to hold the user causing the action.
It's on my (long) list of todo's :)
