bcms, bcds and bcms-ui-wizard does NOT yet install out the box. Code is still in the flux. As of now movement will go slow as resources are allocated to non volunteer work.
You can do a "cvs checkout openacs-4/contrib/bcms". Docs are with Gilbert Price, you may want to contact him.
If you are not in a hurry hold on in getting hands on bcms. If you have time and would like to volunteer right now in development that will be great.
