I recently helped merge 1.0 bug fixes down onto dotlrn cvs head and as I was testing this I took the opportunity of removing the core packages acs-content, acs-util, and skin. The installation of .LRN ran through smoothly without these packages.

In the interest of making our toolkit leaner and cleaner, shall I go ahead and make these packages initial_install_p=f and thus no longer part of the core (see package inventory doc here: https://openacs.org/projects/openacs/4.7/package_inventory)? Any objections?

I set initial_install_p=f for the above mentioned packages and removed them from the acs-core CVS module.
