Here are some migration scripts that took plain database rows from OpenACS 3 and migrated to OpenACS 4 objects.

It is probably a good start.

Are you talking about data migration from one instance to the other? Maybe export some communities and classes in dotlrn for example? If this is the thing, try the data manager package:
