Are you able to use ACS Developer Support to find out what is hogging the most time when loading that page? You have to set DatabaseEnabledP parameter to 1 in acs-developer-supports's parameters in order to get the db query information.
I think the package is very useful when finding bottlenecks of page requests like that.
