The thing is that OACS core is not licensed under the LGPL - it's GPL and the GPL is viral. As a result, i suppose the question is whether we have APIs that are abstracted enough to allow dynamically linked applications to sit on top of them.
Being familiar with the Praesagus system, I would say that they may be in the clear.
