Internationalizing workflow means manually walking through the Tcl API and inserting <#key message#> tags that will then be picked up by the I18N scripts. I think we have too many bugs to deal with right now to tackle this. But we should file it in the Bug Tracker.

Not in 5.0 unless somebody else does it.  Yes in 5.1 because a client needs it.
