I agree with Joel and Lars and would only like to add one point that appears crucial to me for better involving newcomers and deal with contributions more openly and quickly:
*) Package maintainers
At least every package which is in the main distribution should have one person prominently listed as responsible for it, who should act as a central coordination place for development on that package.
