I would also like to vote strongly for an additional installation page where we can click on the languages (from all available) which should be installed on the site. This could then become a site wide parameter set.
IMHO in practical terms there are not many sites (beside dotLRN demo installations) where all translations will be welcome as you want it to be consistent with your individual packages where you will not be able to translate all your messages into all the languages.
In my testing experience it makes quite a difference if you have 6 languages to load or all of them.
At this time I would like to give a big thanks to all the I18N team who did such a wonderful job!
