Many links in the portals module are to pages with no .tcl extension,
like on the portals/admin/index.tcl page:

<a href=edit-table?[export_url_vars table_id]>Edit</a>

index.tcl,v 3.2.2.1 2000/03/17 18:08:08 aure Exp

The bboard module, on the other hand, has all the .tcl extensions. At
my site, the extensionless links are broken. What do I need to do to
make them work here?

This is because some modules are now using the Abstract URL module, which automatically searches for extensions. You should make sure that you have the latest and greatest ACS/pg with abstract URL working.
