Substitute "ArsDigita" for "your programmer" in the error message...they added a table with a foreign key reference to the users table and forgot to add the delete to the "nuke user" page.
Testing isn't aD's strong point. We missed it in the port. I just fixed this on a ACS Classic client site I'm working on, I'll try to remember to get it into the OpenACS port sometime this week.
