I have written a short proposal to make package types acs object types.

The main goal is to make it possible to create an acs-subsite object type and create a child of that for the dotlrn package. This should make it easier and consistent to handle subsites and dotlrn packages in a similar way.

I would appreciate any comments or suggestions.

I have integrated the results of the comments and discussion into the main proposal with the steps necessary for implementation.

Please check it out and comment if I have missed something.
