this seems to be a series of bugs related to the helper table for some user groups not being created. I don't think this is a bug on user group creation, necessarily (no need to create empty tables for every group!). You should enter this kind of things into the SDM. Anyhow, I just fixed this instance of it and am checking this in for 3.2.2 final release.
