I'm glad you found my site useful! I installed a CVS checkout of OpenACS HEAD a month or two ago using those binaries and Cygwin/PostgreSQL. I didn't have time to test extensively, but at least the basic OpenACS functionality was working.
I've been doing some work on AOLserver 4.0 recently and have filed a couple of bug reports on SourceForge you may want to look at - most are not Win32-specific but will be present in your download. I'm hoping to release another iteration of the binaries soon with those bugfixes and some new features (like nsopenssl).
