A Workflow isn't an acs_object? Why not? I never looked but just always assumed it would be.

How many of the "not acs_objects" really should not be acs_objects, vs. probably should be but aren't?

Actually, the workflow is, but all the other "things" inside a workflow - actions, roles, states - aren't.
