Is the integrated automated testing/TclWebTest going in 5.1?

Yes.  Improvements to automated testing are mostly implemented on head (thanks Til and Peter) and just need a bit more work (on the report gathering end), bug-testing, example tests, and documentation, all of which should be done in time for 5.1.
