I tired this out on another computer, so I don't think my netscape settings are incorrect.

netscape wants to save me

but not me

what about /news ?

works ok 

my nsd.tcl:
set directoryfile           index.adp,index.tcl,index.html,index.htm

and directory permissions:
drwxrwxr-x    4 nsadmin  nsadmin      4096 Oct 15 16:37 download
drwxrwxr-x    3 nsadmin  nsadmin      4096 Oct 15 16:38 news
