I think if you'd like this to happen, you'll need to do a couple of things:
1) Write up documentation in DocBook style (it's not hard, there is documentation to do it) on how future packages should be written to ensure compatibility.
2) Write up a staged implementation, which won't require everything to be fixed at once. Each stage should get us closer to the goal, but be able to be completed in small time chunks. Then volunteers can contribute to achieving these smaller chunks, and they can be checked off the list.
I would look at Joel's release criteria as an excellent example of this. If you or someone else is willing to organize it in this way, and provide some initial manpower, it will move in that direction. Otherwise, it won't happen until someone else takes it up.
