I dotlrn 2.4.0 under administration you can set site wide group administration under community parameters:

AllowChangeEnrollmentPolicy
AllowCreateGuestUsersInCommunity
AllowCreateLimitedUsersInCommunity
AllowCustomizePortalLayout
AllowManageApplets
AllowManageMembership
AllowMembersDropGroups

These parameters should be settable at the community level. Any reason why this was implemented for the whole site? At least it should be possible to overwrite those for a community instance.

Any suggestion how we could do this?

Also two further parameters should be added:

-AllowEditGroupProperties
-AllowCreateSubGroups

As soon as we have a common understanding how to support both site-wide and community instance level parameters I can do the implementation work.
